Grant to a USA or territories organization to evaluate the effectiveness of children’s health programs. Initial applications must be received by July 25. The grantee must have the capacity to design and implement a range of evaluations on short notice, across the breadth of issues targeted within the Foundation’s Healthy Children, Healthy Weight focus area.
The Foundation anticipates that a $2 million contract could likely cover the cost of five to 10 evaluations (assuming $200K - $500K per study, depending on the level of rigor and scope).
Evaluations could assess a wide range of evaluation questions, including (but not limited to):
-To what extent does a program/grant (e.g., its strategy, tactics, outcomes) align with that of the Foundation’s broader Healthy Children, Healthy Weight focus area?
-What are the major strengths and areas of improvement for a specific program/grant as they relate to goals/priorities in the Healthy Children, Healthy Weight focus area?
-What has the program/grant or grantee achieved with RWJF’s funding?
-In what way(s) has the program/grant influenced the field?
Proposals will be reviewed by a committee composed of RWJF staff and external experts. Final funding decisions are made by RWJF staff. An evaluation organization will be selected based on the following criteria:
-Experience working with foundations
-Flexibility and willingness to adapt to RWJF priorities
-Ability to be nimble, flexible, responsive, and innovative in approaches to evaluation
-Depth of staff expertise in qualitative and quantitative methods and across various types of evaluations
-Substantive expertise in the full range of topics related to the Foundation’s programming in the Healthy Children, Healthy Weight focus area
-Experience partnering with organizations in the evaluation process (i.e., working closely with the organizations being evaluated)
-Ability to convene an evaluation team with the appropriate skill set quickly that can work with grantees who could be based in locations around the country
-Ability to clearly communicate take-home messages around the findings, without jargon
Use of Funds:
Contract funds may be used for project staff salaries, consultant fees, data collection and analysis, meetings, supplies, project-related travel, and other direct project expenses, including a limited amount of equipment essential to the project. In keeping with RWJF policy, contract funds may not be used to subsidize individuals for the costs of their health care, to support clinical trials of unapproved drugs or devices, to construct or renovate facilities, for lobbying, for political activities, or as a substitute for funds currently being used to support similar activities.

This funding opportunity is being competed through a two-stage open call. The first stage will involve an open call for qualifications, from which we will select approximately five applicants to invite full proposals.

The deadline for the first application phase is July 25, 2018, 3:00 p.m. ET.

-October 17, 2018: Notification of funding recommendations to Phase 2 applicants.
-December 14, 2018: Contract begins.
