Grant Description
Grants to Utah contractors and organizations for community and economic development projects and programs that serve low-income residents in eligible regions. Funding is intended to support activities in the focus areas of housing, economic development, public services, public facilities, and infrastructure improvements. The purpose of this program is to assist West Valley City in carrying out eligible activities that meet the needs of low-income residents.

The Community Development Block Grant (CDBG) program, sponsored by the U.S. Department of Housing and Urban Development (HUD) is a source of funds for West Valley City's community development and housing programs. The primary purpose of the Community Development Block Grant (CDBG) program is the development of viable urban communities by providing decent housing, a suitable living environment and expanded economic opportunities, principally for persons of low income.

West Valley City receives funds annually to carry out CDBG eligible activities. The city directs these funds to:

  • Housing
  • Public Facilities and Infrastructure
    • Reconstruction, rehabilitation, or installation of public facilities and single-family homes
    • Infrastructure improvements including but not limited to construction & installation of streets, curbs, water and sewer lines, and broadband access.
    • Neighborhood facilities including, but not limited to educational and recreational facilities, parks, and playgrounds.
    • Facilities for persons with special needs including the elderly, developmentally disabled, physically disabled, and persons experience severe mental illness, homelessness, or victims of domestic violence.
  • Public services
    • Services for Victims of Domestic Violence, Dating Violence, Sexual Assault, or Stalking
    • Children & Youth Services
    • Senior Services
    • Crime Awareness/Prevention

The solicitation of CDBG applications is to assist the city in carrying out eligible activities that meet the needs of low-income persons in West Valley City.

Pre-Proposal Conference
Mandatory CDBG RFA Training will be held in two sessions:

Session 1 will be held Tuesday, FEBRUARY 13, 2024, from 9:00 to 12:00. The training will be held at 4522 West 3500 South, WVC, UT 84120.
- For applicants that are seeking Public Services funding

Session 2 will be held Tuesday, FEBRUARY 13, 2024, from 1:00 to 4:00pm. The training will be held at 4522 West 3500 South, WVC, UT 84120.
- For applicants that are seeking Public Facilities and Infrastructure funding

Pre-Application Information
Applications will be available on or about Wednesday, February 14, 2024.
